HSAG provides rigorous analyses to assess the impact of Medicaid waivers and other programs on healthcare quality, access, timeliness, and cost.
Overview
Medicaid waivers allow states to “waive” certain Medicaid regulations to implement innovative programs that address specific healthcare-related issues. To do so, states are required to engage an independent evaluator to determine if the waiver program is meeting its stated objectives. As an independent evaluator for Medicaid waivers, HSAG uses robust statistical and qualitative methods to assess the areas where the program has met, exceeded, or fallen short of its stated objectives and goals.

Why HSAG
This extends from the design of evaluation plans to mid-point assessments and interim and summative reports. To date, HSAG has conducted waiver Section 1115 and 1915 evaluations for over 10 states, and our team of experts is ready to help answer the following questions:
We maintain a high standard of scientific rigor across a wide range of quantitative and qualitative methods to match the needs of each evaluation. HSAG’s evaluation reports provide a clear and concise explanation of program impact, policy implications, and actionable recommendations to ensure the program is functioning as intended.
Our Program Evaluation Team includes experts in data science, statistics, public health, economics, actuarial science, and health policy (with specific focus on policy areas relevant to waiver programs).
Our experts utilize the most rigorous statistical techniques available. HSAG employs mixed methods (i.e., quantitative and qualitative) to evaluate a diverse range of waiver programs, ensuring the right measurement tools are used.
HSAG generates counterfactual hypotheses that allow for causal inference, removing trends and confounding factors to isolate and identify program impacts.
HSAG’s efforts as an independent evaluator continue after the completion of evaluation results. HSAG provides clear explanations of the policy implications, and actionable recommendations to help the program optimize performance.
HSAG uses a mix of quantitative and qualitative analyses to isolate the impact of Medicaid waiver programs from other programs and initiatives.
